Because the government knows it will loose the referendum. Two countries have already had one and rejected the EU's proposals, however, the good old EU just jiggled the wording round and implemented the proposals anyway. When we signed up to the Common Market (the only thing that the British public did agree to do) we did not know that we were signing away our right to be governed by elected British nationals, to make and uphold Anglo Saxon law and to choose our destiny in the world. We do not live in a democracy. The EU is banning any new political party that does not agree with the principles of a United States of Europe. How free are we folks! It's all a sham, When will the silent majority wake up.

The European Union Constitution was defeated soundly by referendums (popular votes) in France and Holland in 2005, effectively consigning the most idiotic government design yet conceived by mankind to the scrap heap of history.

Simple Blair knows he would lose it. He has told the other leaders in Europe he will take the UK in. Slowly by stealth and corruption we are being taken in. Mandelson and Kinnock and lots more Labour buddies have top jobs with massive pensions why should he stop that for them?
Its a con trick and the human rights will destroy Britain as we are the only country that sticks to it.

I thought it was because some other European country (Finland?) already had a referendum and rejected the plans out of hand.
There's no point in our country going to all the expense of a referendum if it's not going to happen anyway because someone else has already said no.

France and Holland had referendums and rejected the propsed constitutional changes.
Blair would probably welcome a 'no'. UK could become the 51st (or whatever) State and he might end up as President of the United States
