they are eligible to play as long as they are voted to play in both events...duncan played as an allstar reserve in his rookie year via coach's votes...yao also started in the allstar game in his first yr...they would be eligible to play both allstar as well as rookie/sophomore events...but usually if not all the time they always choose to play the allstar game only out of respect to the coaches or fans who voted for them...as well as the fact that it is more prestigious and more important...the rookie-sophomore gane is usually just a side show for the main event w/c is the allstar game...

Rookies aren't barred from playing in the all-star game. If the fans vote them in as starters, or the coaches choice them as a reserve, then they play in the all-star game. Simple as that. Usually, though, rookies just don't have the name recognition and popularity to be voted all-stars, there are usually more well known players that the fans vote for first.
Some notable rookie all-stars include Yao Ming, Elvin Hayes, Magic Johnson and Larry Bird.
