No, at least among vertebrates. Vertebrate hair is unique to mammals, in fact it's one of the synapomorphies (shared derived characters) that unites all mammals.
Some vertebrates may have hair-like structures, such as some special feathers of birds (vibrissae and "hair feathers"), but none are true hairs. Birds do _not_ have hair, their insulating layer is made up of plumulaceous feathers (down feathers).
There are invertebrates that have hairs, but those are different in origin and structure, as well as in functions.
Also, many plants have hairs, but these are also different in origin, structure and functions from animal hairs.

Birds feathers are modified hair.
Several insects (caterpillar, moth, etc) have "hairs" on their bodies.
The gecko (a lizard) has very tiny bristles under its feet that allow it to stick to almost anything.
However, if you are meaning "hair" in the sense of "fur", then it is exclusive to mammals (and by the way, the egg-laying duck billed platypus is a mammal, as the females give milk to feed their young. Milk is the exclusive and universal attribute of mammal.)

Most arthropods including spiders, scorpions, mites, insects etc. have hairs all over their body. They are used for sensory reasons such as sensing prey and predators.
Birds have hair underneath their feathers, it is used to regulate temperature.

Spiders have 'hair' on their legs and body, but because it doesn't serve as a temperature moderator, scientists do not consider it true hair.
