my neighbor has hanging up. He has blue christmas balls hanging all around his house. When the wind gets up good, they sometimes flly off and bust in my drive. What should I do about them.

bust a nut(the one holding them up) and they will splatter all over his yard

Ask your neighbor to remove them, or, ask him to come and clean your drive way up as you are tired of cleaning up broken glass.
If it was a tree, (natural thing, then you would be responsible for the leaves, but, glass bulbs, your neighbor is responsible).

get them all off of his house and get a nice thick pair of shoes and set the balls on the drive and then smash them with your shoes.
