Knob dosent want to turn off or on. It acts frozen. Nor will it turn for hot or cold water.

Call Moen. They are pretty helpful. Be certain to have the model of the valve (or at least be able to describe it with sufficient accuracy so that the Moen representative can identify it).

moens have a cartrage inside. It sounds like it's old and has dried out or frozen. You will have to removve the center cap cover, remove the phillips head screw. pull the handle off and u will see a round chrome piece with a little tab at one end. that slides off also. to get the cartridge out you need a special puller that you can rent or buy. ask your HW guy. Turn off the water, slide the horseshoe shaped key up and off. put the puller on, work it out. put thr new cartridge in, replace the key, replace the sleeve, handle, screw. cap.
They make different cartridges for baths, lavatorys, etc. make sure you get the right one.
