DO NOT suddenly appear at her door with flowers and chocolates to ask her out, like some kind of romantic movie. That would probably freak her out!
Just sit next to her (or even better maybe, one seat over) on the bus, so you can have a conversation. That will be a setting where she feels secure, so you can start interacting in a non-threatening way. Don't start with: "Will you go out with me?" because she doesn't even know you yet. Just ask her how she is doing in school, what she thinks about some recent event, and so on. Get her talking!
The next time you get on the bus, sit next to her. If you get on first, try to catch her eye and smile. Another "How's it going? will probably get her sitting next to you. If she does sit next to you, that is a sign she enjoys talking with you. Either way, just be cool and friendly.
After a few days of this, you can start talking about things you like to do, and get her talking about things she likes to do. When you find something you both enjoy, there you are! Ask her if she wants to go to it together. Don't be too discouraged if she says she can't. (Like maybe her parents won't let her date until she has reached a certain age, or she says she has a boyfriend.)
Just keep being her friend, talking every time you are on the bus together, and sooner or later you will find some chance to get together. Like meet someplace, or both go to the same party or school event. That way you can have a date, without anybody getting worked up about it.

Just compliment here "I like your hair" or strike up a conversation with her. Don't just ask her out right away because she's almost guaranteed to say no. You have to get to know her first and let her get to know you before you can ask her out. Otherwise you're just a stranger asking another stranger out... kinda creepy.

go out of your way to say things to her. Make it a point to talk to her WHENEVER you see her. She'll feel more comfortable and friendly about you and will probably say yes when you ask her. Don't sit and do nothing because you WILL regret it one day.
