The new Macs with an Intel chip have that ability, but regular Macs cannot. These will cost more than a regular PC though, and, unless you are doing heavy graphics, video or audio editing, you are better off just buying a PC and, if you want the added security, running Linux or having a dual boot Linux/Windows system.

Yes. You can use Microsoft Virtual PC which can be bought as a standalone or as a part of Microsoft Office Professional Edition for the Mac.
You can also download BootCamp from Apple on your Intel Macbook, Macbook Pro, iMac or Mac mini. You can also use Parallels Desktop to run Windows on a Mac. In these two cases, you'll need to buy your own copy of Windows XP.

Yes....
You can use Virtual PC program to do it with the original macs (with G4, G5 processors). It's an emulator than emulates a PC... I think Connectix have one for MACS.
Or you can just install it over the intel versions.

Yes, w/ Virtual Software you can buy. Emulators, though, are not NEARLY as good as full featured OSs.
