Probably the Denver Broncos. The Green Bay Packers, Washington Redskins, and Pittsburgh Steelers are all very tough, but each team within the past decade increased stadium capicity(FedEx Field 32,000 more seats in Washington, Heinz Field 8,000 more seats in Pittsburgh, and a 11,000 seat expansion of Lambeau Field in Green Bay) allowed many on the waiting lists to get season seats.

I would think that it would be Green Bay Packers tickets at Lambau field. The people of the area own the team and leave their season tickets to family members in their will. Thats gotta make it difficult to obtain tickets.
