Depends. Handicap is a term that describes how the environment around you makes you feel incapacitated. Like an elderly woman that can't walk very well is just a woman, until she reaches a flight of stairs she can't climb. THEN she becomes "handicapped". So if you're talking in a physical sense, then no. Dogs or cats or cows or anything of the sort would not be handicapped because they can handle the hardships of the environment around them just as a human could if they are taught to.

But if you mean in the sense of being able to communicate, then non-humans would be handicapped if they didn't have the same speech capabilities. Like a rabbit would not be able to, or would be able to be taught to, speak to anyone. Although if we're talking about communication, then speakers of different languages, even if they're both human, would not be able to communicate and it would be considered a handicap.

So all in all, it would depend on the situation to say whether one would be handicapped just because they're not human.

A handicap means one is less able to do things compared to others. Your question only makes sense if you're comparing apples to apples; comparing humans to nonhumans/animals is not a fair comparison.

You would have to look that up in the rules and restrictions of what handicap is for your area. In different areas and states the criteria are different!
