Are you asking how many gallons of a substance at a 1 ppm concentration would be in 8500 gallons? Is that by mass or volume?
Let's assume volume, as we don't know what is dissolved in what.
First let's convert to the world measurement standard of metric as part of your problem is already in metric, and assuming you mean Imperial gallons. 1 ppm is metric and 8500 gallons is Imperial or US, you didn't specify. (1 imperial gallon = 4.546 liters. If you are referring to US liquid gallons its 3.7854, US dry gallons is 4.4049) Its always easier to work in metric, or at least in one system. Now you can see one of the many reasons why scientists like metric!
So 8500 Imp gal x 4.546 l/gal = 38,641 liters.
38,641 l/1,000,000 (1 ppm) = 0.039 liters.
To convert that back into gallons: 0.039 l/4.546 = 0.0085 Imperial gallons, or 0.0103 US liquid gallons.
If you want to keep the answer in gallons, you can make it even simpler:
8500/1,000,000 = 0.0085 gallons = but then we still don't know which gallon you are referring to. 1 ppm means one part per million, so just divide it by one million.
That's pretty basic arithmetic, did you fall asleep in Grade 5 math class?

What's your question? How many grams of solute are in 8500 gallons of a solution with 1 ppm?
1 part per million is a concentration or ratio of solute to solution (usually).
At high dilutions, the difference between solute mass and solution mass becomes insignificant.
So, if you want to use water (1 g = 1 mL), then you need to calculate the mass of the water (3.8 L = 1 gal) and then set up the ratio (once you have like units, e.g. g of solute v. g of solvent(solution)).
You could also do the calculation is pounds or ounces in keeping with your imperial (non-metric) measurement.
Good luck.

You need to know if it is ppm by weight (w/w) or ppm by volume (v/v). Then the question may be answered with accuracy and precision.
