No but then where in the Constitution does it say they should be?

It could be argued the 'disaster' caused by Katrina was actually the fault of the people living in areas they shouldn't have been.

And it can be easily said the cause was not Katrina but environmentalists that blocked the building of storm gates on Lake Ponchatrain to 'protect' some fresh water muscles. Well those muscles are still doing well. Wish I could say the same for New Orleans and the surrounding area.

Look it up. That happened under a Democrat President and Democrat Congress. How long ago? It was under LBJ's watch.

You live in places that flood, places where there can be hurricanes. Sooner or later it will happen. And frankly I DON"T think the government should foot the bill for rebuilding. Rescue Yes. Rebuilding No.

FEMA and Homeland Security have made us more prepared to handle a major disaster than we have ever been in our history. I know that doesn't mean much.

Disasters are not one of the major functions of the Federal Government. Throughout history, this responsibility has been handled by local communities and the states. Look at history, the San Francisco earthquake, the Galveston hurricane, etc. When we had 9/11 it was the local firemen and police that responded along with volunteers from the community. That's the American way!

I don't believe it is the federal government's responsibility to "handle" a major disaster.
It always amazes me how the government gets blamed everytime the unimaginable happens.
I don't recall ever, in my 45 years of living and studying history, that there were X-Men or other super powers in the government.
When major poopy hits the fan and blows our way, we all just have to deal with it.
Who, besides Tom Clancy, ever imagined that people would purposely fly airplanes into buildings before 9/11?
NO ONE is ever going to be prepared for the unimaginable, because, the possibility has not yet entered our imaginations.
Poop happens...then the citizens either rise up and deal with it..or they lay down and blame the government for not having the ESP to have prevented the disaster in the first place.
Yes, the government, we the people, are equipped to handle whatever major disaster comes our way...we always have handled it...we always will...unless NK blows us off the map...
That's my 5 cents.
If you don't agree with it, then I want a refund.

I think the United States government may not be able to handle a disaster by themselves, but get all of us Americans together and we'll kick some a s s.

Well, if we want to accept the theory that history repeats istself, then i will go ahead and say a resounding no. FEMA has become a laughing stock, and what the Bush administration basically said for the possibility of H251 virus is that the federal gov did to much for hurricane Katrina.

as much as they can yes . people expect the government to just fix a natural disaster with a magic wand . it is called a disaster for a reason . something bad will come out of it . I can take care of myself , I have a vehicle and a map . As far as once the disaster is over , they do a great job of rebuilding .

That time, money, and energy, is keeping terrorists busy who would like nothing better than to plan another disaster in the United States.

I have faith in the men and women who operate within individual Emergency Agencies. its the current leadership Im not impressed with. If we could just separate the politics from the missions, I believe we would be prepared to deal with anything in a professional manner and prevent loss of proerty and life. But until the micromanagement and politics and just plain bureacracy continues the people will have to pay the price with their lives and properties

i agree with u they will never be able to control a major disaster of any kind. when one occurs every1 is going to overthrow the government and finally live as free ppl without having to pay taxes for so-called protection that they arent getting. i mean y should we support a government that we dont trust?
