As far as I know, table and layers are two completely different things. In fact, layers are only really supported in the horribly outdated Netscape 4. There is no need to compare; tables are better, if only for compatibility purposes.
However, nowadays, the equivalent to a Netscape 4 layer would be a couple of
s. This coupled with CSS is much more preferred by web developers for site layouts as it separates the presentation and content of pages and simplifies maintenance in the future.
However, you will still find many sites using tables, perhaps because support for CSS is still jumpy and unexpected, particularly for the most popular browser, IE6, which contains numerous CSS bugs. In particular, column layouts are sometimes easier with tables still. But look out for CSS as IE7 is going to fix most of the CSS bugs, and all browsers should start supporting the true standards.

Tables by far. You can stabalize your web content so much easier. Plus every browser supports it and you site could look pretty bad if the browser doesn't support layers.

tables are better supported and are backwards compatible (i.e. they work in older and newer browsers).
