Well if you are in a public place and feel embarrased, nobody will notice that you are aroused unless you call undue attention to it. Being aroused is much less noticible than it seems. Just wait for the feeling to pass.

If you mean sexually aroused, it depends on the circumstances. Most men and women get sexually aroused routinely. Sometimes the feeling can be suppressed, at times it cannot so they find a partner or do hand job.
