It can't. Terrorists are religious zealots who will never listen to reason or diplomacy, and the only thing that is going to stop them from killing others is if we kill them first. Anything short of all-out war on terrorism is appeasing the terrorists, which will only lead to bolder and more violent acts on their part. Sadly, for these people, the only justice is through war.

Isael and neighboring Lebanon have had the opportunity to establish law and order between them. Having agreements to cooperate in hunting down felons [Lebanonese/israelis who commit crimes against citizens/state] so that when the soldiers were killed and kidnaped there would be no sanctuary in Lebanon. They would be identified and hunted down and sent to the state where the crime was committed for trail and punishment. There would be no need for war and the consequent slaughter of civilians. Of course first there has to be bilateral agreements for cooperative law enforcement. Not that an Israeli will cross over into Lebanon to kill, they get their exercise beating up on Palestineans. Well need the same agreements with Palestine that will take time much work to be done.

Do u think those who u are calling terrorists just wake up one day and taught "Hmmmmm,maybe we will blow up something and kill a few people"?Plsssssss...Have u ever taught that they are doing this 'cos justice didn't help them?I think the most powerful example would be Palestinian militants...Where was that justice u talk about when their children were killed by the Israeli army?
This doesn't mean i agree with their methods...
