Neopets boards. I used to go there all the time when I was in middle school, though I've now outgrown it. I even made an account on there for my 7 year old cousin, and I would only make something for her if I knew it was safe.
Another good one is clubpenguin.com. You get to make your own penguin character and you can talk to people there. It's a very cute game.

I don't think there are any good ones for kids. Kids (under 13) aren't allowed on most sites that have chat.

There is no reason at all for children to be in chat rooms. All of them are full of predators, no matter what anyone says, no matter how "safe" they're supposed to be.
