I mean like I am in Germany and if I would like to call some of my friends in US, is there any messenger that give free access to these numbers (landline, if not mobiles).

Here is an idea which I didn't try myself (so probably it won't work) - connect to the Internet using a connection proxy with a U.S. IP address and then call to a landline from Skype (wih your computer pretending that it's in the U.S.). Probably Skype is smarter than that, but it's worth trying.

Unfortunately, NO!

That would be in violation of the International Protocol.

Any and every Messenger could've done that, but had to disable this function, which would have been like making a local call there; due to Govenrmental Orders as it causes their Telecom to suffer losses.

Cheers.
