Try Payless. Everyone always makes fun of Payless, but if you try their website, you can often find really stylish shoes for very little money. Target stores usually have pretty trendy shoes, too. Also, Alloy has really good shoes that are fairly cheap. Check out their website and see if you can get a catalog sent to you.

I don't always keep up with fashions, but if Jaded.Beth is correct in that 'they are so last year', that may be why you can't find them. Otherwise, check out Payless or Shoe Show. Look on the bottom if they were last years fashion.
