there has been many things that have needed attention in my apartment. when i ask him he either makes up an excuse or does a "half *** job". so i was talking to a couple of people and they told me there is a form that says i don't have to pay my rent, if he is not willing to fix anything.so can you help me?

You might want to find out about repair & deduct while you are at it.

There's no "form" that you can fill out to avoid paying your rent.

If your place needs repairs, send the landlord a LETTER via certified mail requesting that the repairs be made.

Some jurisdictions allow repair and deduct, others don't. There are strict rules on this, so you should consult with an attorney or tenants' rights group to be sure you are doing it by the rules.
