If you have six fans in one room, or in a small apartment, it might be cheaper and more effective to have a single window unit.
But, in all other conditions, the fans are going to be cheaper (as well as cheaper to install and replace). If you live in a dry area, consider a 'swamp cooler', they don't draw much more than a fan does.

If the fans are comparable in size to a helicopter's rotor A/C might be cheaper. But if you have the manually powered fans (As in Egypt in pyramidal times) and relatives provide free labor, then you definitely need to be a fan of fans.

It depends on the efficiency of the units in question. Usually I would say fans, but a few years ago several fans my husband and I had died so we had to replace them. We got a small AC. The next year, our summer electrical bills were lower.
