USEF = United States Equuine Federation ?

Region usually denotes the counties the state is broken into for competition purposes. IE Region 9 = Dallas, Ft Worth, etc. (that number and cities are just an example)

National is a competition on a nation wide basis with the competitors being the top winners from each region.
