The United States of America.
North America is technically the largest supporter of terrorism. We fund the majority of terrorist groups until the benefit runs out, then we turn on them and try to arrest them for backing out of our arms deals.
No other country imposes democracy on another country that has neither asked or begged for it. The war to this point has all been about our dictator president's own skeletons. I love this country but wrong is wrong and historically speaking, the USA is the biggest supporter of terrorism.

I personally don't think that anyone 'supports' terrorism. No country would want terror attacks on them. And the countries that contribute to attacks on others, typically wouldn't consider themselves terrorists, just standing up for what THEY personally believe, even though it devistates the economy and well being of others...
Don't get me wrong. I'm not by any means standing up for terrorists, I just happen to have a different view on that word than a lot of people.

Any country who sells weapons to another will be supporting terrorism at some point. It's just a matter of time.

The answer will be in what is your definition of terrorism for example Ham mas and Hezbollah don't think of them self as terrorist organization they see them self as freedom fighters against an oppressor like Israel. We have to take a good look at what we call terrorism to better answer that question.

All middle eastern countries that are Muslim and extremist.
Iran and Syria are major players but draw the others into their midst by insisting they all must fight the west.
Islam has reared it's ugly head. As for Muslim countries condemning any type of terrorism, their silence is deafening.
