since ur eyes are green i would say green....also try blue

Brown color is definetely not a good choice, concerning that you have ghost white skin. You should also avoid orange, red and heavily pink shades. First of all, you should find a really good face foundation, one or two shades darker than your skin. Max Factor Color Adapt (number 70, Natural) is an excellent choice. A little bit of pink illuminating blush should make your complexion look light, but healthy. I don't think that you should use dark shades, brown, dark-green etc. Have you tried purple? There are great shades of light purple eye shadows (Bourjois, i.e.), combined with beige, with dark-brown eye pencil? An as far as your lipstick is concerned, lip gloss of a very neutral, natural shade should do the trick.

You want to wear neutral colors? Are you sure? The only neutral color I can think of that looks good on green eyes is Light Beige, so are you sure about that?
Anyway, here are some colors! Not all of them are neutral. And I can't guarantee they'll look good on your pale skin, but they WILL look good on your green eyes. Follow the chart, m'dear!
(Eye Shadow Color) - (Eye Liner Color) - (Blush)
Light Beige -Black, Dark Taupe, Teal, Plum, Khaki Green to Olive - Pink, Bronze or Rose
Light Rose or Light Pink - Black or Plum - Pink or Rose
Light Gold - Dark Taupe, Black, Khaki to Olive Green - Bronze or Rose
Taupe - Teal, Dark Taupe, Black, Khaki Green to Olive - Bronze or Rose

And by the way, I would reccomend trying NOT to choose neutral colors with your skin. That might be why you've been having trouble.

I have the same coloring and find that purple eyeshadow really makes my eyes look green and so I use a deep color in the crease and a neutral beige on the lid....looks great...brown liner UNDER the top lashes and on the bottom under the eye darker at the outer edge. Lots of the new two coat....one of the thickening mascara in black/brown. Lips and cheeks are a toss up....corals will warm you pinks will brighten you and reds will be -exciting...not too much on cheeks....just hit the apples and draw it up a little towards ears....always blend your make up.....
Go to the make up counters and ask them to play....just buy a mascara the first time.

neutral colors are earth tones: tan, beige, sand, etc. they look okay on everyone, but they're safe and boring.
there is another question further down regarding makeup for dark hair and green eyes, but I'll repeat myself. Green eyes look lovely with pinks and purples. Almay has a great color kit especially for green eyes. You can find it in any drugstore.

go with cool colors... careful with neutral beige, can look blah on you but a khaki color should look good. Go with rasberry red gloss for the lips....black mascara and light pink blush on the apple of your cheek. With your green eyes & pale skin a little makeup will go a long way.

well u should get tanned a little bit so it ur skin wouldn't be so fair and u should try gold as a neutral color or brown i know u said brown lokks bad but with green eyes brown looks the best

I think light shades of pink and green....Or a light blue..very light pink blush and maybe a very clear or pink lip gloss!

hmmm... i have dark brown hair and green eyes and tan skin, well, nuetral skin. just wear light tans and dark eye makeup like, eyeliner and mascara.
