You don't need any additional programs or tools to build a website. Although Dreamweaver and Frontpage makes creating a website much easier and faster, you simply just need to know HTML and use notepad to build your site. HTML is simple to learn. There are some great tutorials here:

Also, do searchs on Google for any questions or specific tutorials on projects as you're very likely to find your solution.
Next, you need a webserver to publish your html pages. Yahoo Geocities offers nice free web space without much intrusive advertising. After a while, I would strongly consider purchasing hosting with someplace like GoDaddy.com who offers webspace for only $4 a month. That way you can get your own domain name and not worry about junk advertising on your site.
Really, thats all you need to get started and as you become more proficient with HTML, I would look into CSS and JavaScript and eventually PHP and MySQL.

You would need to get a domain and use a site builder or write out your own code.
