First we don't know nothing.
If government wants to hide something (why are the Kennedy archives locked up until WE are all long dead) they can and they will, unless the Russians or Chinese see it and confirm it!
AID could be a bioweapons project and UFOs may have crashed in NEw Mexico. We don't know for sure and may never know.
Then again, it could be bunk.
To traverse time and space requires making a connection by either forming a tunnel (worm hole) between two points (as the crow flies) or by warping space and time to another point.
Both are theortical.
We don't know if you can physically travel or just observe or if nothing happens at all.
As for projects. The Manhattan project was so secret that Vice PResident Truman didn't know about it (however everyone in the Kremlin did know about it and two years before he learned of it!).
It is possible, though highly unlikely giving the snoopy press, that the CIA (and given their lack of brilliance in recent years this is a big stretch) using CIA scientists and no oversight from anyone could build a project as ordered by, say, Ronald Reagan under a highly secret directive.
Under this kind of a rare thing only Reagan, maybe one or two of his people and a team leader still on project at the CIA would know. Even the director of the CIA would be in the dark, as would Congress.
We have pulled this off before with Steath, U2 and the A Bomb. But it's rare.
This is the official Navy statement and it reads much like the white paper on UFO from the Air Force:
Over the years, the Navy has received innumerable queries about the so-called "Philadelphia Experiment" or "Project" and the alleged role of the Office of Naval Research (ONR) in it. The majority of these inquiries are directed to the Office of Naval Research or to the Fourth Naval District in Philadelphia. The frequency of these queries predictably intensifies each time the experiment is mentioned by the popular press, often in a science fiction book.
The genesis of the Philadelphia Experiment myth dates back to 1955 with the publication of The Case for UFO's by the late Morris K. Jessup.
Some time after the publication of the book, Jessup received correspondence from a Carlos Miquel Allende, who gave his address as R.D. #1, Box 223, New Kensington, Pa. In his correspondence, Allende commented on Jessup's book and gave details of an alleged secret naval experiment conducted by the Navy in Philadelphia in 1943. During the experiment, according to Allende, a ship was rendered invisible and teleported to and from Norfolk in a few minutes, with some terrible after-effects for crew members. Supposedly, this incredible feat was accomplished by applying Einstein's "unified field" theory. Allende claimed that he had witnessed the experiment from another ship and that the incident was reported in a Philadelphia newspaper. The identity of the newspaper has never been established. Similarly, the identity of Allende is unknown, and no information exists on his present address.
In 1956 a copy of Jessup's book was mailed anonymously to ONR. The pages of the book were interspersed with hand-written comments which alleged a knowledge of UFO's, their means of motion, the culture and ethos of the beings occupying these UFO's, described in pseudo-scientific and incoherent terms.
Two officers, then assigned to ONR, took a personal interest in the book and showed it to Jessup. Jessup concluded that the writer of those comments on his book was the same person who had written him about the Philadelphia Experiment. These two officers personally had the book retyped and arranged for the reprint, in typewritten form, of 25 copies. The officers and their personal belongings have left ONR many years ago, and ONR does not have a file copy of the annotated book.
Personnel at the Fourth Naval District believe that the questions surrounding the so-called "Philadelphia Experiment" arise from quite routine research which occurred during World War II at the Philadelphia Naval Shipyard. Until recently, it was believed that the foundation for the apocryphal stories arose from degaussing experiments which have the effect of making a ship undetectable or "invisible" to magnetic mines. Another likely genesis of the bizarre stories about levitation, teleportation and effects on human crew members might be attributed to experiments with the generating plant of a destroyer, the USS Timmerman. In the 1950's this ship was part of an experiment to test the effects of a small, high-frequency generator providing l,000 hz instead of the standard 400hz. The higher frequency generator produced corona discharges, and other well known phenomena associated with high frequency generators. None of the crew suffered effects from the experiment.
ONR has never conducted any investigations on invisibility, either in 1943 or at any other time (ONR was established in 1946.) In view of present scientific knowledge, ONR scientists do not believe that such an experiment could be possible except in the realm of science fiction.

The Philadelphia Experiment was a movie, make believe, a story. The History Channel did a story on it and proved that nothing of the sort ever happened to the USS Eldrige or any other US warship ever.
The only way to travel through time is to be present in it and you will travel into the future one second at a time.
Time itself is an illusionary artifact of our preception of movement. The only real time that exists is this very moment. The past no longer exists so you can't get there from here. The future hasn't happened yet so you can't get there from here. The infinite now is the only reality.
Suppose that you built a time machine to take you into the past. At the very instant you started going back in time you would start to occupy the same space you were just in causeing the just past you to explode due to the doubling of mass occupying your body. The air around you, travelling back into time with you, would occupy the same space that it occupied before causing the pressure to double, heating the air to several thousands of degrees and cooking your exploded remains into ash. The time machine itself, when it starts to occupy the same space it was just in would glow white hot and throw off high radiation due to the collapse of the matter that makes it up killing everyone within several hundred miles. Sorta makes you want and go out and build one right away don't it.

Two thoughts, moving mass gaining mass, and the U.S.S. Eldrige.
Start with the Eldrige. That information was "bogus" in the extreme. Didn't happen - wild imagination gone monster bad. If it had happened, the government would not have given up on the project and you would have heard of many more such experiments. Give it up as being nonsense.
Einstein and the speed of light. He made a mistake - he really did. When considering moving mass, he realized what made it move was the energy contained within. He reasoned, because energy and mass have equality, what made the mass move was an increase of mass in form of energy.
The concept is flawed. What happens within a moving mass, is that the overall frequency of the mass converts. There is a concept found in a frequency trilogy that explains how this happens.
hf = E, is that for electromagnetic energy. The greater the wave energy, the greater the frequency in a given length.
hf = mk, describes the kinetic energy within a mass. It is identical to that of electromagnetic energy, because mass is composed of this form of energy. As the value of "E" exists according to the value of "hf" so, also does moving mass. It is the reason mass "shrinks" in direction of movement - the frequency lines increase proportioinately to movement, but this happens at the cost of energy (frequency) at right angles to direction of movement.
A mass has only so much energy. When the mass is at rest the movement of energy is equal in all directions. As a mass begins moving the energy at right angles becomes less and less. At the speed of light, minus 2 ft. per sec., energy could move at most a distance of 2 ft. in one second. What has happened is that the lines of energy (frequency) have been converted to the direction of travel.
hf = c, is that of physical time, or that of a gravitational field.
If it had not been accepted that moving mass gained mass, the concept of "black holes" would not have come into being, and the "big bang" would still be a way-out thought found in comic books.

That aside, the experiment is nonsense.
"The legend goes on to say that the experiment was a complete success... except that the ship actually disappeared physically for a time, and then returned. They wanted to "cloak" the ship from view, but they got de-materialization and teleportation instead.."
How does basically wiring up a big piece of metal accidentally net you teleportation instead? Think about it. Do you see your computer accidentally teleporting around? Because it's got MUCH more complex electronics and circuitry inside it than a big piece of submarine hull with some degaussing coils ever will.

Although a fascinating story, the Philadelphia experiment has
too much controversy around whether or not it actually even
happened to gather much scientific insight from it.
In particular, the science allegedly used, its purpose, its
actual effect and its repeatability are all unknown.
Therefore, the science on the table is still what happens
when mass gets moving really close to the speed of light,
the appropriate time dilation and ever-increasing required
energy - all of which have experiments supporting the
theory.

Actually the person who did lot of work on time and space is Isacc Asimov and Stephen Hawking. Einstein's work on time was only peripheral, in his desire to explain Universe and relation of matter to movement.
To travel through time you must pierce the fourth dimension, and make it override the other three dimension, which are all space related. That has not been possible. The closest one came is through the trans-morphing of Star Trek characters.
