Since you have to wear a uniform to school, make sure that you keep the skirt within the length limits allowed. If you go too short, you won't be able to wear the skirt to school and your parents will have to buy a replacement. They won't appreciate having to spend extra money.
Once you know how long the skirt must be, measure that distance from the bottom of the skirt, then add on another inch or so. You won't too cut the material an inch or so longer so that you have room to hem the skirt. Place a line of straight pins around the skirt so that you cut evenly, and then trim off the excess material.
Once you've cut the skirt, turn the cut edge up an inch all around. Make sure it's even! Then either sew the hem in or use something like stitch witchery to hem the skirt. Stitch witchery irons on easily, and is easy to remove if you didn't get the hem straight.

What you intend to reveal by raising your skirt deserves to be well-protected, don't you think so? Focus on education rather than on uniform. The school you go to is like a community and it should be wise of you to co-operate with the authority and follow the rules so that the image of the school and you as a member of that community will be well projected! Do you still want to be a naughty girl? Then, don't cut short the skirt for ever but use a stapler to size it up to your taste!

The cut ripped look is awsome u can should cut it. or just roll it up at the stomach until it gets to ur waist line. And if u wear those plain white blouses where a tie lose very lose. the hot skool girl is such a cool look

Won't you get in trouble for cutting your uniform? If I were you I'd just pin it into a mini w/ safety pins to test if you would get in trouble or not. Try dressing up your uniform with accesories (earrings, other jewelry, purses, etc.). Just don't go Britney Spears on us.

Go and buy some fusible web. The package usually says something like No Sew. It's something you slip between fabric instead of hemming it. Bring up the edge of your skirt, fuse it, and you won't have to worry about it fraying.

really dont do it by yourself unless you have sheers, a sewing machine and a serger. because it will look c-h-e-a-p if you just have at it with a pair of scissors.
