Not sure, but it's probably in Eastern Europe. Because of lacking ground lines in these countries and great availability of technology from the West. I've always been stunned when traveling to Albania. From grannies to little children have cell phones.

(I feel that my answer is correct on a per capita rate. If you're looking for total number, it would probably be China or India.)

Singapore, with 98% of the population holding a cellular phone. Even my 75 years old granny chat on her cell phone all day long.

My guess is Japan. Here, even 12-year-olds have them, and some people have two, possibly three! Cellphones are big business here, mainly because Japanese seem to like the extra features as much as the actual phone itself. We have still and video cameras, music players and TV reception on them!
