There's a way to recover it with hard drive forensic tools, but it's not cheap and easy to do. If the files are "erased" then it is near impossible to recover.
I would get a router for your internet connection that enables internet logging at the source. You can delete history and cache but it's still logged regardless. Just keep the router login and password to yourself.

I would use a change in philosophy. If your son is erasing his history, he is already trying to hide activity you probably wouldn't approve of. I would explain to him that if he continues erasing history, you will assume the worst and deal with his computer privileges accordingly.
