He's being inappropriate is what he's doing... What type of work are you in that your boss is that close to your boobs?

If he's doing it numerous times, and it seems to be on purpose, then he may be trying to send you the message that he's attracted to you.

Just make sure, if possible, that you are not in a room alone with him, and somebody is always around... If it's a private office, I would look for another job if it makes you that uncomfortable.

Some bosses can be real perverts, and think that because they have $$, they can get away with anything.. If he tries anything on you.. report the a$$ho!e

It's called "sexual harassment" here in the US, and it's illegal. As for what he wants to do, well, he could just like rubbing up against people or he could want more. Either way, it's very unethical at work. Talk to your HR department, if you have one, sometimes you are required to tell the person to stop before you can file a complaint, but the rules are often different if the person is your superior.
