If you do not have Microsoft Word...
Windows XP has a build in Word Processor called Wordpad (Look under All programs > Accessories).
To use it, adjust the margins by moving in the right hand margin to the width of our address labels (or if it a double column sheet to the width of the left hand column)
Enter the address from the first label
Space down as need to get each additional address where you need it to fit the label
Once the left column is done, save the document
Edit the document by moving the margins so it will print on the right hand column instead
Save the document under a new name
Replace the addresses in the new document as needed
To print, feed the paper through and print the left hand column using the first document. Then refeed the paper printing the right hand column with the second document
In the future, update the addresses in the document as needed

Open Microsoft Word, go to "Tools", then "Letters & Mailings". Look for "Envelope & Labels" and look for "Label Options". You'll find most of the popular pre-printed labels.

You might want to check out star office if you don't have Microsoft office or works or word.. Most store bought PCs come with Microsoft works, which should be capable of doing labels,
otherwise check out Star Office, it's virtually the same as Microsoft office. :) it used to be free, but looks like it's now $70, which compared with microsoft office is still a nothing charge.
