Hi, i know what you say , the best suggest from me is , please wash your face every nigh with cold water first , then wash your face again with cold water and soup.

Your problems sound genetic. You are predisposed to oily skin and darken rapidly.
To help with the oily/sticky problem you should wash your face more often when active, about 4-5 times a day. Use an antibacterial soap and DO NOT rinse completely off. Dry with a slight soap film on your face. This will help to soak up some oil as you produce it through the day. Don't worry you should not have to worry about dry skin as it over produces oil. When you feel oily again, repeat.
When showering, lather and do not rinse right away. Wait a couple minutes to let the soap dry your skin and clean your pores. Also shower a couple times a day.
To not darken so quickly, use sunscreen. or stay shaded. The downside to sunscreen is that it will make you oily.

I know it is important to exfoliate your skin consistently, like when you take a shower. Have a loofa or some other sort of bath sponge nearby to help sluff off the dead skin cells sitting on the surface. With all the sun-block, sun tanning products, lotions and bug-sprays we use through the summer, it is easy to have a condition as you describe. So my suggestion is to exfoliate in the shower or tub at least a couple of times a week. Hope this helps.
You can also use natural essential oils as insect repellants that won't leave an oily residue. Lemongrass and Lavender work well.

Lots and lots of sunscreen - try the kiddie ones, they usualy have the strongest factor (around 50) and they're not greasy. And if you're using suplements, don't overdo on Beta-karotene.

it sounds like u tan easily, so i dont know if there is much for u to do. try using a strong sunscreen, around spf 45

it's my problem tooo. but i try to avoid the sun ray as much as i can and if it happens then i put yagorat till it gets dry. then i wash my face with cold water.

dont use that proactive crap. it works the first time you do it and gets rid of all your zits then it doesnt work for you anymore. like the chickenpox once you had 'em cant get 'em again. i say use clearasil clean and clear.
