intelligence comes with genetical inheritance (usually from your mother) and it can be developed with education. the people that are smart are usually born that way, but the smartest of them are the ones who took care of that and learned and therefor developed their brain.
if you're born with a slow brain you can still develop it just not as much as other luckier people

I guess we are blessed with a brain. A power tool that helps us to analyse and judge. And beside people ain't the smartest being on earth.

Some are just born this way ;) and a decent education has a lot to do with it, especially those whose education goes beyond 'school'. Never stop learning!

It depends on your upbringing. If you are raised with diversity and a lot of exposure to the world and free thinking you will definitely be more intelligent.
