Did you really mean "rule" the USA? Or did you mean "lead" the USA?
A person's heritage doesn't matter if they can lead and are well thought of. Actually the "well thought of" part may not apply. President Bush doesn't seem to be too well thought of, at least in the press, but he certainly has proven that he can lead. Whether you agree with him or not, you must admit he doesn't mind leading.
So you bet, a Hispanic president would be welcome if he/she was the best person for the job at the time.
Personally I think it's high time we had a woman in the oval office. Well, I mean behind the desk. Wait, I mean in the chair. No, no, I mean a woman president.

Presidents don't "rule" America, so whenever the first Hispanic president switches over to dictatorship will they rule. But the likelihood that there will even be a Hispanic president is questionable, much less that he'll turn out to be a dictator.
But I assume your question is when one will be voted in, I think to know that we'll have to know when pigs evolve wings and a snowball really does have a chance in hell. So I'm not really sure.

I would rather see the first Native American president before a hispanic. Not that the hispanic president would not be a good one. I just would like to see those who protected this earth in power for a while, so they can do what's necessary to heal mother earth.

Rule ? Our presidents don't rule over the United States
It may happen sooner than most people think ,I would prefer a woman get it before a man,perhaps
a muti-racial woman of
White,
Black,
Hispanic,
Asian,
Indian,
Native American decent .and whatever other
nationalities I missed.
Why not just an intelligent,insightful,
thinking
person that does what the people want
and need

When a strong candidate arises. He will need a good platform which embraces the views of a majority of Americans. No president can be elected with party support alone. People who become president have to appeal to large demographics, and engender bi-partisan support. This is because it is the moderates in the country who swing elections, not the party faithful. I look forward to the first minority president be it hispanic, asian, african american, or any other ethnicity. However, I would never vote someone just to vote for a minority, I have to believe that they will represent my interests.

I hope we never again have a President trying to "rule" the USA.
After watching his performance on "The West Wing" (unlike Alan Alda's, where he was playing opposite his real-life politics), I'd like to see Jimmy Smits run for a Senate seat in a heavily Latino state and then make a go at the White House. Matt Santos rocked!

if you look at the heritages of all the presidents you will see that they all have europeon british blood. all of them. no polish no french nothing else. its written into the constitution. first a hispanic would have to have ties with rich influental people who really run the country and then he would have to have eropeoan blood in his veins. the fairy tale that anyone can become president is a lie which keeps the lower classes thinking that the elections are fair. its a nice story but so is snow white.
