Hard water contains dissolved Magnesium and Calcium Sulphate salts that do not form lather properly. Also, hard water is difficult to digest because of these dissolved salts.

Soft water does not contain these salts and hence can easily form lather. Soft water is simple to digest.

so, the dissolved salts (or the lathering capacity of water) decides if its hard or soft.
