If you just started doing it they will appear. It's a sensitive area, but eventually it should stop. Just make sure to use a sharp razor.

Pubic hair should be shaved with the grain. Use a good quality razor, with new blades and conditioning shave cream every time you shave.
The days you don't shave. GENTLY exfoliate, then use a lotion after your shower.
They also make this cream called Bikini Zone, keeps the bumps away, but I think it's just the moisturization.

before you shave, prep the area with rubbing alcohol and always use shaving gel down there, soap will not do. You could also trim the area with an electric razor first.

stop using cheap disbosibles. Go get a mach or something and you cant try to shave it every day because u will keep getting bumps. Its called rasor burn and is caused when the skin is irrattated. And DO NOT use Nair youll burn your balls and penis off trust me my ex tried it. Hell never do it agian.

This is goin to happen regardless depending on how your body works. Either wax (as other suggested) or else pick up some of the many creams out there right now. I know of one called 'Coochie Cream'...lol. I have heard great things about it from several people I know. =)

make sure you are shaving hair with the grain, so to speak. you are irritating the hair follicles when you are shaving the hair against the direction from which it grows... it's the same thing with shaving your legs, but I suppose not quite as irritating when you shave your legs!

are u shaving against the grain? put lotion on right away afterwards....that happened to me when i first started shaving, i got used to it and it stopped
