Because everybody is _trying_ to rush. Everybody is in a hurry to get someplace.

The name comes, I think, from the intent, not the reality...

here in uk its between 8 and 9am and 5 to 6pm, the morning rush hour is far worse bcos u have lazy parents trying to get chidren to school (by me some people drive their kids 200 yards??) and employees trying to get to work all at same time

the evening is not as busy but far more frustrating bcos no one likes their job and everyone wants to get home 3 seconds ago, so lots of accidents and road rage incidents

i dont understand why government doesnt stagger start times for school children, and businesses that dont vary their shift start times yet still expect people to be there on time are insane

in the uk, we have an old road transport network and a criminally inadequate public transport network, most employers wont give u job if u cant drive and government makes it harder every year to pass test, yet still employers insist everyone has a car - there is not enough room for everyone to use all their cars at same time so the average speed is actually going down

average speed is now 27mph, this means u are using more petrol stuck in trafic jams and roadworks, or at traffic lights - this burns more petrol which in turn makes the government more money thru petrol duty an VAT (clever, hey)

rush hour is not the slowest time of day, that's why it's called rush hour. it's when everyone is rushing to work, or rushing home from work. the busiest traffic times of the day.

The slow traffic is caused by everyone "rushing" to and from work. This refers to the most common time to change shifts, where the most people are trying to commute between work or school and home.

Beacause it's when a mad 'rush' of people are travelling at the same time.

It's like when I was at Paddington Train Station (in London) waiting for a train to go to T4 On The Beach 2006. The platform number appeared and EVERYONE 'rushed' for the train in order to get a seat!

:-)

Because everyone is rushing home or to work... the congestion causes it to slow down. As do bad drives that can't keep traffic moving.
