The flagpole is about 20 foot tall, the existing rope is off, so I can't thread a new one to it. I can't use an extension ladder, as the pole will bend, or I'll be injured. The "truck" or pulley is covered, only the bottom half of the pulley is visable

NEXT TIME YOU SEE A PPL OR CABLE TV TRUCK WORKING YOUR AREA AS THE OPERATOR IF HE WOULD DO IT FOR YOU THEY ARE NICE PEOPLE AND DO HELP WHEN THEY CAN YOU WILL BE SUPRIZED AT THE # OF TIMES THEY DO WHAT THEY CAN TO HELP OUT NOT ALL ARE ABLE TO HELP AS RULES AND REGS BUT YOU WILL FIND THAT THEY WILL HELP IF THEY CAN JFB

You could rent a boom. cost about 100 dollars here in the USA. If you tell them your problem they may cut the price. Otherwise unless you know a really gifted squirrel, your options are limited.

find a lightweight young person that can climb and have them climb up and thread it for you, or use a boom truck.
