Just connected my Notepad running Windows 2000 to my external hard drive it connected ok the first time but after disconnecting it , it will not detect it, any ideas ? Ive restarted my computer still wont find it.

Try another cable and another USB port. Also, check the ext HDD on another computer, it may have become defective

Was your notepad on while you unplugged the hard drive? The drive may have an LED (light) on meaning it was busy so it shouldn't be unplugged. If you didn't remove if safely by clicking the task menu icon that lets you unplug devices safely, I'm afraid your hard drive might have got damaged.

try changing the usb port. It helps. Hard disks usually do not work on USB hubs. Alternatively, remove and reinstall the driver in device manager.
