At least 3 times: 1st thing in the morning, before you get too involved in other work, meetings, etc. Again after lunch and then about an hour before you go home (so you have time to answer & hopefully get out of work on time!)
My employer follows the "sundown rule" - everything gets some sort of an answer before the end of business, even if it's just to let someone know you got their message and will get in touch with them on a future date.

I always preferred to make my business calls after 9am. If I do not not have to call that early I don't. I always take into consideration that not everyone works a 9-5 job. I don't have an answer for emails. When mine pops up I read them when I get a chance. I do always try to respond within 24 hours though.

Answer and send emails 1st thing in a.m., after lunch and at the end of the day. Make calls based on the time zone of the person of which you are calling. I would call them beginning at 11:00 based on their time zone. Actually emails can be sent at anytime, but in order for you to get your work done, I would set aside those specific times.

Answer E-Mails first thing in the morning (even if that's 12:01 a.m. on your job).
If you work the conventional white-collar schedule, I'd start with the calls at 9 a.m., avoid them as much as possible between 11:30 and 1:30 and not make any more after 4 unless they are urgent.

1pm Pacific Time works in the industry in which I work. That way you accomodate for all the people who arrive late to work. Lunch hour has past. And you are still going to catch the people on the East Coast who are three hours ahead.
