First of all, research the local tattoo shops. Find the one that is clean, and the artist does high-quality work. My favorite sayings about tats: A good tattoo ain't cheap, a cheap tattoo ain't good. $60 is a good price for a tattoo that is about a square inch. Price goes up from there with size and intricacy.
As far as once you have picked the tattoo and shop, the shop does the rest for you. You bring in the design, they will transfer it to paper. They will clean your skin, and put some vaseline on it, then transfer the design to your skin. Then they get to work.
btw, I'm a girl, so no shaving was necessary. But if the area you want tatted is hairy, then yes, shave before you go into the shop.

I don't actually do tattoo's myself...but they shave the skin where the tattoo is going to be and then they clean it off with peroxide. At least they is what they did when I got a tattoo on my back.

Shave it if it's hairy, and wash it with rubbing alcohol. I don't do the tattooing but I have one.
