A man with that much power is bound to have tons of servants. I'm sure he employs a hair dresser. He seems to wear makeup too, so I'm sure he's got a person for that as well.
Come to think of it, aside from the terrorizing and sucking of blood and whatnot, he seems awfully effeminate. I bet it's an all-male servant staff running around in loin-cloths and whatnot.

there is no part in his hair, he slicks it straight back, with gallons of hair glue or oil or gel, whatever, but you can see where the comb teeth left rows.
