"I am numb." is a complete sentence, thus is correctly used. However, (2) is a sentence fragment that can be used if you defragment it, ie: The dentist had me numbed before the surgery.
Also, if you're a caveman, you might be able to get away with using (2), as long as no one questions why a caveman knows the word "numbed", instead of, "me not feel no ouch."
