why people feel better to pay money rather than complaint to get the work done.?

in spite of CVC there is corruption in each and every dept.it is very immpossible to get the work done without paying fee of the officer.if it is complaint,the complainant and his family has to face lot of problems.the corrupts have no fear of law and govt.the corrupt officer held the govt.responsible for corrupt systems.

Because Countries like India ,Sri lanka, and Pakistan People give best place for money more than Human being. Over there money can buy anything and they need money for buy every think some time they need money to buy their husband too... SO don't blame on them. As long as the people who are ready to give any price to do their work done there will be the people who will accept the bribe.
To Avoid this the government has to take real strong action against the people who give bribe and who get the bribe. The law is not only to be in law books. It should be run on people for the people and each and every one officer or department of any office who crossing the legal activities.
If Government and it's departments will work hard and fast the people get benefits on time. Immediate action will be needed where ever if any officer or government agent asking bribe from the people to do their duty with very very strictly & Strongly.
Should hired enough employee to move files fast which are stuck for a long time in dusty cabinets.
More over all The citizens of each and every country has to have a very strong ambition that they will not pay money as bribe to any time any where. In this case all people must take an oath at the same time. Maybe it will help to run a good country.
A country's respect belong to their citizen by choosing their government with a trust worthy politicians and run clean offices by sincere officers. That's all !!!
