Management is the one which controls the capital budgeting and rationing and thus provide the important resource of money where necessary for the organisation. Naturally it expects the personnel, production, finance and marketing departments to combine and co-ordinate to achieve the organisations goal of making profit with a particupar time bound programme. Plans on merger, acquisitions, raising of capital, diversification, expansion. closure etc.,Essentially management sets guidelines for achiving the success of the organisation.

Depends what you mean by management. There are managers in an organization and there are leaders. Managers tend to be more connected to the workaday activities and may only have a couple people reporting to them. There role is, as mentioned below, to get things done by using the resources of the company.

VPs and senior managers fall more into the leadership role (or they should!). Their job is more to provide a vision and structure for the organization and then enable the managers to fulfill that vision by giving them the help and resources they need. Few managers are true leaders. Many in leadership roles tend to act like managers, unfortunately.
