Pretty, eh?) The Sun (Helios) drives a chariot across the sky, which is a way of explaining why the sun seems to travel from the east to the west in the sky and sink into the water at the end of the day. The goddess of the rainbow, Iris, is glowing and multi-colored--irises were named after her because they come in lots of different colors. The Moon is Selene, the darkness of the night sky is Hecate (who rules other things, besides.) The winds are named, like Boreas and Aeolus. Most natural phenomena have a deity or semi-divine entity attached to them (like, say, river and sea nymphs who live in water.)

Means the sun rose. A lot of things in Homeric mythology are personified, even if they're not technically "gods". It just means that the sun rose, turning the sky those pretty colors that they do at sunrise.

When Dawn arrives on the horizon, it comes slowly and oftne rosily/reddish in color.......what he writes makes a picture in your mind of a beautiful rose colored sunrise that creeps along like fingers from below the horizon.

When I read it, I took it to refer to sunrise:
As the sun rises, the first beams of light (fingers) spread across the land warming it up and help us and nature rise for the day ahead.
