Those are very physically demanding jobs. Most men don't have what it takes to be a Seal or Ranger. There may be some few women who could do what it takes, but they would be a very rare breed, even more rare than the men who can do it. I wouldn't want to meet her in a dark alley. Mostly 'cause I wouldn't want a woman to kick my @$$.

To answer your question, I think some women probably could be Seals or Rangers, but not all. Just the same as som men could, but not all.

A small % of men are capable of such roles, so an even smaller % of women would be physically capable of the role. Many women would have the mental capabilities but would be let down physically ..... you could say the opposite for many men :O)
