perhaps he was alluding to the inhabitants of the "lower astral world". beings who inhabit the non physical realms "just beyond" the physical--the fourth and fifth dimensions. some thinkers in the area suggest that there may exist a limitless number of dimensions "above" the one our physical body inhabits--the third. in any, event "above" is a bit misleading since all dimensions are "right here, right now", interpenetrating the physical, but the physical eyes can't see them. some feel that once you get beyond the fifth dimension the inhabitants are mostly positive, but below that there is the mix. obviously the case in "our" third dimension. the "higher dimensions" can be travelled to in dreams, visions, during astral and soul travel, and the like. the "much higher ones" are the home of angels, deities, etc. it is said.

No. I think we all see evil but most of us have trained ourselves not to see it because then you might feel compelled to do something about it.

I don't think H.P. Lovecraft actually meant all of his work to be taken literally, but that's my opinion.
