Percieved weakness isn't the same as true weakness. Percieved means someone elses perception of an individual. For instance, a criminal may percieve a woman to be weak and try to rape her.. does that mean she "is" weak? No, she could still kick the stuffing out of him. Many times our perceptions are wrong.

Definitely NOT. You can think someone or something is weak and find out that that is NOT the case. You can be in for a rude awakening if you take things at face value. Real weakness, on the other hand, is a trait that someone or something has clearly shown over and over again.

It can be. Take the case of the U.N. - it is perceived as weak- and it is. Sometimes civility can be perceived as weakness and exploited. An example of that is when a country such as the U.S. or Israel try to avoid civilian casualties and the enemy sees that as weakness- they exploit that "weakness" by hiding within and shooting from civilian areas. When civilians are harmed, they use that as a cynical media ploy and decry the brutality.

If someone perceives you as weak, they assume you are. In business, in politics... if people judge your body language (slouching in chair, indirect answers) they don't take you to be a confident leader, and they won't put their trust in you. It's the same as if you come out and say "I have a problem with taking charge" or so.
