yes it is possible if you have independent connection..... In a networked environment it depends on system administrator how he have configured it.

If you are in a network where a proxy is must (configure by the network /ISP admin) you can not by pass it. But if you have your own private Internet connection or a network where proxy is not configure to control, then you dont need. It depends one how your connectivity is set up.
