Actually it is different drivers. they do have a permanent driver for the star in the reasonably priced car, but they also have other 'stigs' this way they can get a 'stig' whenever they need one. As for the comment about Damon Hill, he was an outstanding Driver, he won the F1 championship which is something Button will never do. OK he's not a Schumacher or a Mansell or a Senna, but he was still one of the best drivers to ever sit in an F1 cockpit.
So there is your answer, it's different drivers. Hence the mystery

Perry McCarthy is one of Britain’s top racing drivers and is already part of motor racing folklore. He is known to millions of motoring enthusisasts as 'The Stig', the mysterious racing driver who races some of the world's most powerful cars for the BBC's flagship motoring show, Top Gear.

The first one (the one in black) was Perry McCarthy, used to drive for Andrea Moda in F1 (remember them?) Top Gear "killed him off" by launching him off the aircraft carrier as Perry had signed to drive for Audi in GT racing & Le Mans 24 Hour. The new one, no one is sure, although Perry in his book hints it's one of his four closest friends: Martin Donnelly (who was so badly injured in 1990 I don't know if he can drive still), Damon Hill, Mark Blundell & Julian Bailey, and personally I think it's Julian Bailey, purely for the fact Damon Hill was a guest and drove completely different lines, not easy to do if you have driven a track so many times, Mark Blundell is turning slowly into Mr Blobby, besides he's filming for F1 ITV so prob hasn't time and Martin Donnelly runs his own race team. That's why I think Julian Bailey, who also raced main;y GT & touring cars which fits into what you've heard. http://www.skyscraperpicture.com/f1pictures/bailey.htm

Dont spoil the surprise.
He is known as The Stig and is infamous. If he name was Andrew Coalville or somthing it just wouldn't make it exciting...or amusing!
I still cant believe he hasn't mastered Greek though!
