Basically it is an strange and unconventional behavior. It is more to do with genius or extreme creativity but it's definitely NOT an mental illness.

Eccentricity is not a mental illness. One person's eccentricities is another person's "dumb thing". If you don't have at least one personality quirk then you're probably just boring. *L* I'm kidding!
Take home decor for example. I'd personally rather spend time in a space with some FLAVOR!... person items on display that make people pick them up and say "where on earth did you get this!"... a story follows and you've shared something of yourself with the other person. Then you have those folks who live in those very streamlined, austere and rather sterile looking environments. I know it's a personal preference, but if you ask me, that's closer to a mental issue... obsessive compulsive or something of that ilk. I always want to say "where's your stuff?!" *shrug* Maybe that's just me. Great question, btw! Toodles!

It depends on what the diagnosis is. Hopefully I could be able to meet and talk to the "eccentric" person in question to make a better value judgment whether the person is showing pathological signs of other mental diseases.
Your usage of the term "eccentric" is also very relative. What may be eccentric to you may not be eccentric to other cultures.
If you want, maybe you could send me specific cases of the "eccentric" behavior in question so that I could consult with my colleagues whether the behavior in question merits being called a mental disorder.

From one perspective, behavior outside the "norm" crosses the line when the individual becomes a danger to self or others.

No, it's not a mental illness. I think of it as being yourself and not trying to be one of the crowd. Not part of the herd mentality.
I wonder how many freethinkers are labeled eccentric, just because they're not like everyone else.

Depends. If there's certain TYPES of behavior that most people would consider "eccentricity", then it would fit under Schizotypal PD.
